Ukraine's leader Volodymyr Zelenskyy asserted during his visit to the US capital that Vladimir Putin's decision to seek talks with the US president signals the Kremlin is on the defensive. He remarked, "We can already see that Russia is scrambling to restart dialogue as soon as it learns of Tomahawks." This statement addressed recent comments about providing long-range weapons to the Ukrainian military.

Diplomatic Moves and International Reactions

An ex- American diplomat, a foreign policy expert, observed, "The Russian leader is trying to disrupt the momentum toward greater pressure on the Kremlin." He added, "We'll see tomorrow, but the chances of moving toward a truce by pushing Moscow to get serious appear to have decreased."

This development came after Trump had in recent days been hardening his language toward Moscow until Thursday's call with Putin, which the Russian government characterized as "highly frank and trustful."

EU Fuel Restrictions and Market Impact

EU authorities have established a requirement for fuel importers into the EU to prove their products are not made from Russian oil, as stated in a official guideline published on Thursday. This step is part of the European Union's forthcoming ban on purchases of fuels processed from Russian crude, which is included in its 18th sanctions package against Moscow over its war in Ukraine.

Financial analysts observed that trading patterns appeared to be considering the potential end of India's purchases of Russian oil. Several Indian refiners are getting ready to cut purchases from Russia, with expectations of a gradual reduction, as reported by insiders knowledgeable about the matter.

"This is a favorable turn for the oil market as it would remove a major buyer of Russian oil," said a market analyst, noting that oil prices were stable on Thursday.

Security Developments and Infrastructure Attacks

A massive Russian drone and missile attack hit gas facilities in Ukraine's eastern regions on the same day, causing outages in eight regions. Authorities in Ukraine stated that Russia deployed hundreds of drones and many of projectiles, along with aerial munitions.

"During this fall, the Russian forces use every single day to attack at our energy infrastructure," declared Volodymyr Zelenskyy, noting that strikes affected the areas of northern Ukraine, eastern Ukraine, central Ukraine, Sumy and Vinnytsia.

Global Political Responses

Kyiv's envoy to Washington, Olga Stefanishyna, asserted that Moscow showed its real attitude to peace through the "violence" of such strikes. "Russia once again opted for missiles over dialogue, making this assault into a clear blow to current diplomatic initiatives," she said.

Kallas announced a "roadmap" to prepare for potential conflict by 2030, including a new defensive network to be completely functional by the end of 2027.

The proposed system, dubbed the "EU defensive program," is projected to begin working in its first phase by the end of 2026 and be completely operational by the end of 2027. EU authorities hopes to obtain the support of EU leaders at a meeting next week.
